US Department of Homeland Security Daon is a key member of the Citizenship and Immigration Services team supporting biometrics technology and IT infrastructure for USCIS. DaonEngine has been deployed to provide USCIS a SOA based platform for the collection and provision of biometric records and services. The core function of the platform is a Biometric Identity repository for long term storage and management of identity records. This solution will also deliver high performing interfaces to key external agencies that collaborate with USCIS including the FBI (background checks) and US-VISIT (entries to US). Daon’s identity assurance platform, DaonEngine, forms the core of the new Customer Profile Management Service (CPMS). To-date, over 50 million biometric records (single fingerprint image, facial image, and signature) have been migrated from legacy USCIS systems to CPMS. Through its flexibility to support multiple types of biometric and identity-related information, the DaonEngine is easily configured to meet USCIS’ business needs. DaonEngine provides the ability to extend the core identity data model and store information specific to a particular organization. DaonEngine includes features that support all of the CPMS objectives. Specifically, DaonEngine is or is planned to be used in the following manner:

  • Store biometric and biographic information used to conduct background checks internally within USCIS and with external agencies, such as the Federal Bureau of Investigation (FBI).
  • Store biometric and biographic information used in the creation of immigration benefit cards.
  • Respond to requests for biometric and biographic information to help verify a benefit applicant’s credentials or to generate reports.
  • Protect the privacy of biometric information.
  • Provide person centric data for document and card production systems.
  • Support a transaction rate greater than 20 per second and up to 200,000 new records per month.

It is estimated that this technology transformation will save USCIS an average of $6M annually.In a separate initiative for, Daon will soon be proficing a highly customized version of its DaonEnroll software for field processing of refugees and asylum seekers. The application features vendor-neutral interfaces to biometric capture devices and USCIS specific workflows.
