The Portuguese Frontiers and Foreign Service (SEF) commissioned Indra and NEC to implement the Portuguese Foreign Resident Card. As a subcontractor, Daon provided a Commercial-Off-the-Shelf (COTS) infrastructure to provide the biometric and biographic identity assurance component.

This solution is based on the industry leading Daon biometric middleware and identity management platform - DaonEngine. This system supports;

  1. 2-print and 10-print search requests from workstations/terminals
  2. Biometric Search Request/Response Orchestration
  3. Biometric File Formatting and Parsing (ANSI/NIST)
  4. Support for Biographic Information and Photographic images
  5. Connection to the NEC AFIS System
  6. Connection to the Eurodac Asylum Seeker system
  7. Biometric, Image and Biographic Data Management

Additional benefits included end-to-end security, management of biometric search requests and responses, standards based biometric file parsing and biographic data management.

The system currently manages identities of over 200K foreign residents and is expected to grow to approximately 1M.
